Why it caught on: it's Ian McDiarmid's shout at Mace Windu in Palpatine's office in Revenge of the Sith (2005). Windu says the Senate will decide his fate, Palpatine roars "I am the Senate!", and Windu's dry "Not yet" barely slows him down. On r/PrequelMemes it became the line for anyone who quietly is the authority being invoked.
