Why it caught on: it's Palpatine's calm reply to Mace Windu in his office in Revenge of the Sith (2005). Windu has come to arrest him, Palpatine has already declared "I am the Senate", and Windu's "Not yet" gets this mild, almost pleased answer, right before Palpatine draws his own lightsaber. It became the line for treating any small act of defiance as a crime against the Republic.
